MEDAN – Kepala Bidang PBB dan BPHTB Badan Pendapatan Daerah (Bapenda) Kota Medan, Sutan Partahi SP MM, memastikan tahun ini tidak ada kenaikan Nilai Jual Objek Pajak (NJOP), hingga menyebabkan kenaikan tarif Pajak Bumi dan Bangunan (PBB) hingga 100 persen.
“Yang terjadi adalah kenaikan indeks persen pajak sesuai UU Nomor 1 Tahun 2022 tentang Hubungan Keuangan antara Pemerintah Pusat dan Pemerintahan Daerah (UU HKPD). Dan untuk melaksanakan aturan itu terbitlah Peraturan Daerah (Perda) Kota Medan 1/2024 sebagai pengaturannya,” kata Sutan, di ruang kerjanya Kantor Bapenda, Jl AH Nasution, Kamis (2/5/2024) siang.
Ia mengatakan pihaknya hanya menjalankan ketentuan yang mengacu pada UU HKPD dan Perda Kota Medan.
Pernyataan Sutan Partahi ini menanggapi keluhan sejumlah warga yang beredar di media sosial (medsos), terkait naiknya tarif PBB.
“Merujuk UU HKPD tadi, kenaikan indeks tarif Pajak Bumi Bangunan Perdesaan dan Perkotaan (PBB-P2) sebesar 0,5 persen. Begitupun, Bependa Kota Medan hanya menaikkan indeks tertinggi sebesar 0,28 persen, jauh di bawah nilai maksimal 0,5 persen seperti disebut dalam undang-undang,” jelas Sutan.
Alasan pihaknya hanya menaikkan indeks tertinggi sebesar 0,28 persen, agar tidak menimbulkan keresahan di tengah masyarakat.
“Apalagi ini kan tahun politik, kalau kita naikkan hingga 0,5 persen sesuai undang-undang, masyarakat akan semakin resah. Pada intinya, kita sebenarnya membantu warga dengan kenaikan indeks tertinggi hanya sebesar 0,28 persen,” ujar Sutan.
Dikatakannya, sebelum UU itu disahkan, tarif PBB-P2 ditetapkan 0,1 persen sampai maksimal 0,3 persen.
“Jadi tidak ada kenaikan NJOP, apalagi sampai 100 persen. Pada tahun 2022, memang ada kebijakan kenaikan NJOP di beberapa wilayah, namun pada tahun ini tidak ada sama sekali. Yang ada hanyalah kenaikan indeks persen,” ungkap Sutan.
Dan kenaikan NJOP pada tahun 2022 itu disebabkan kenaikan target pajak hingga Rp902 miliar dari Rp 450 miliar pada tahun sebelumnya.
Lebih lanjut, Sutan menjelaskan pada tahun 2024, Pemko Medan menargetkan Rp962 miliar lebih penerimaan dari Pajak Bumi dan Bangunan (PBB). Jumlah ini meningkat Rp10 miliar dari tahun sebelumnya sebesar Rp952 miliar.
Sutan menghimbau dan mengajak warga Kota Medan berpastisipasi membayar pajak, khususnya PBB, agar pembangunan Kota Medan yang berkesinambanguna dapat terlaksana secepatnya.
“Pembangunan dan perubahan Kota Medan sudah tampak secara signifikan, meskipun sebagian masih ada yang belum rampung. Namun semakin cepat warga berkontribusi membayar pajak, semakin cepat juga Medan menjadi kota metropolitan yang sejajar dengan kota-kota besar lainnya,” harap Sutan.
Rincian
Tarif PBB dalam Perda No 1 Tahun 2024 ditetapkan bervariasi usai kenaikan indeks dan tergantung NJOP. Perinciannya sebagai berikut :
– 0,125% untuk NJOP sampai dengan Rp499.999.999
– 0,150% untuk NJOP Rp500 juta sampai dengan Rp999.999.999
– 0,235% untuk NJOP Rp1 miliar sampai dengan Rp1.999.999.999
– 0,250% untuk NJOP Rp2 miliar sampai dengan Rp3.999.999.999
– 0,280% untuk NJOP di atas Rp4 miliar
– 0,100% untuk objek berupa lahan produksi pangan dan ternak. (Red)
