Stabat – Sedikitnya 733 warga Langkat yang sudah meninggal, masih ditanggung BPJS Kesehatan sebagai peserta Jaminan Kesehatan Daerah (Jamkesda) di tahun 2022. Hal ini seperti yang tertuang dalam Laporan Hasil Pemeriksaan Badan Pemeriksa Keuangan (LHP BPK) atas Laporan Keuangan Kabupaten Langkat tahun 2022.
Dalam LHP BPK itu, Pelaksanaan pembayaran Jamkesda berdasarkan perjanjian yang disepakati, sebanyak jumlah peserta awal yang dijaminkan yaitu 40.000 jiwa. Hal ini sesuai dengan Rencana Kerja yang telah disepakati.
Hasil pemeriksaan atas dokumen diketahui bahwa, BPJS Cabang Medan hanya menyampaikan satu dokumen penagihan pembayaran iuran Jamkesda TA 2022 kepada Pemkab Langkat, melalui surat Nomor 560/I-01/0322 tanggal 10 Maret 2022 dengan jumlah tagihan sebesar Rp16.619.110.200.
Hasil pemeriksaan dokumen Surat Perintah Pencairan Dana (SP2D) Dinas Kesehatan (Dinkes) Langkat pada 28 Maret 2022 diketahui bahwa, pembayaran Iuran Jaminan Kesehatan Kabupaten Langkat TA 2022 adalah sebesar Rp16.619.110.200.
Hasil pemeriksaan atas Berita Acara Rekonsiliasi jumlah kepesertaan, daftar peserta by name by address dari BPJS Kesehatan, dokumen penagihan, dan dokumen pembayaran diketahui terdapat beberapa permasalahan.
Diantaranya, hasil analisis pembandingan antara basis data kependudukan Kabupaten Langkat data dengan data pembayaran by name by address yang diperoleh dari BPJS Kesehatan Cabang Langkat, diketahui bahwa sebanyak 733 penduduk meninggal namun masih ditagihkan dan dibayarkan iurannya sebesar Rp37.800/peserta/bulan. Total tagihannya yang dibayarkan mencapai Rp 285.730.200.
Kemudian, hasil analisis lebih lanjut diketahui bahwa, terdapat data peserta yang tidak padan dengan basis data kependudukan Pemkab Langkat. Hal ini disebabkan antara lain karena NIK tidak valid, NIK/nama salah dan NIK tidak ada dengan jumlah iuran yang telah dibayarkan selama tahun 2022 sebesar Rp386.010.800,00.
Sementra, Pemkab Langkat sendiri memiliki kewajiban untuk memastikan data penduduk yang akan didaftarkan. Serta penduduk Pekerja Bukan Penerima Upah dan Bukan Pekerja (PBPU dan BP) Pemda kepada BPJS Kesehatan Cabang Langkat, telah terdaftar dalam data kependudukan dan sekurang – kurangnya memuat data nama, nomor KK, nomor KTP, dan alamat peserta.
Sehingga, permasalahan di atas mengakibatkan kelebihan pembayaran atas peserta Jamkesda/Langkat Sehat yang telah meninggal dunia dan tidak padan dalam basis administrasi kependudukan Kabupaten Langkat sebesar Rp671.741.000,00 (Rp285.730.200,00 + Rp386.010.800,00).
BPK menilai, Kepala Dinkes Langkat tidak optimal dalam melakukan pengawasan dan pengendalian atas kegiatan rekonsiliasi kepesertaan Jamkesda/Langkat Sehat antara Dinkes dengan BPJS Kesehatan Cabang Langkat. Selain itu, Kepala Bidang Pelayanan Kesehatan Dinkes tidak cermat dalam memutahirkan data kepesertaan Jamkesda.
Atas hal tersebut, BPK merekomendasikan kepada Bupati Langkat agar memerintahkan Kepala Dinkes untuk lebih optimal dalam melakukan pengawasan dan pengendalian atas kegiatan rekonsiliasi kepesertaan PBPU dan BP Pemda.
Kemudian, BPK juga menginstruksikan Kepala Bidang Pelayanan Kesehatan Dinkes melakukan pemutakhiran data kepesertaan PBPU dan BP Pemda, untuk digunakan sebagai dasar rekonsiliasi dengan pihak BPJS. Selanjutnya agar dilakukan mekanisme kompensasi atas kelebihan pembayaran iuran PBPU dan BP Pemda sebesar Rp671.741.000.
Hingga berita ini dibuat, Kadiskes Langkat dr Juliana Tarigan belum memberikan tanggapan terkait hal tersebut. Pesan WhatsApp yang dikirim kepadanya, belum dibalas yang bersangkutan. (Ahmad)
