Tanjung Pura – Ilham Mahmudi, Kepala Dusun (Kadus) II Desa Kwala Langkat, Kecamatan Tanjung Pura, Langkat dijemput paksa belasan orang tak dikenal (OTK), Kamis (18/4/2024) Siang. Hal itu diduga, akibat gencarnya Ilham dan warga di sana yang menolak keras aktivitas alih fungsi kawasan hutan lindung di desa tersebut.
“Kami gak kenal siapa yang menjemput paksa rekan kami di rumahnya. Ilham ditarik paksa dan dimasukkan ke bagasi mobil. Tangannya diikat dengan tali. Sempat kami kejar juga, tapi mobilnya melaju sangat kencang,” kata Fikri dan warga lainnya, Sabtu (20/4/2024) siang.
Setelah massa menggeruduk rumah salah seorang warga berinisial yang diduga antek mafia alih fungsi kawasan hutan, barulah mereka ketahui kalau Ilham dijemput paksa oleh oknum polisi dari Polres Langkat. Begitupun, kerabat Ilham mengaku tidak ada menerima surat penangkapan terkait jemput paksa itu.
Mengetahui kehadiran awak media di rumah Ilham, warga pun berbondong – bondong hadir di sana. Mereka menjelaskan, penjemputan paksa pejuang hutan lindung di desa itu diduga karena perusakan sebuah barak di kawasan hutan.
Perusakan barak itu, berawal dari kekesalan warga terkait perambahan kawasan hutan lindung yang kian gencar akhir – akhir ini. Tanaman Mangrove berusia puluhan tahun, porak poranda dirambah mafia perusak hutan. Lahan itu dialihfungsikan menjadi areal perkebunan kelapa sawit dan tambak udang.
Meski sudah melaporkannya ke aparat penegak hukum (APH), namun aktor perambah kawasan hutan lindung tersebut tidak juga ditangkap. Polisi hanya mengamankan 1 unit ekskavator yang sedang melingkup kawasan tesebut, beberapa waktu lalu.
Dari keterangan warga tersebut, awak media pun bergerak meninjau lokasi barak yang dirubuhkan warga. Dari kordinat 4.01329 LU – 98.48288 BT di lokasi barak itu, tercatat sebagai kawasan Hutan Lindung (HL).
Dimana, areal itu tercatat pada Peta Pengukuhan Kawasan Hutan Lindung sesuai dengan Keputusan Menteri Lingkungan Hidup dan Kehutan Republik Indonesia Nomor SK.6609/MenLHK-PKTL/KUH/PLA/2/10/2021.
Selain itu, awak media dan warga juga melihat kondisi tanaman Mangrove yang porak poranda, tak jauh dari lokasi barak. Kawasan itu juga tercatat dan terdaftar sebagai kawasan Hutan Lindung, sesuai dengan SK Menteri LHK dengan nomor register yang sama.
“Hutan kami sudah digarap oleh oknum – oknum yang tidak bertanggung jawab. Warga Desa Kwala Langkat sangat marah dengan kondisi seperti ini. Kok malah rekan kami yang melindungi hutan ini yang ditangkap. Kenapa perambah yang melaporkan perusakan barak di sini gak ditangkap,” kesal Irul, rekan seperjuangan Ilham.
Mereka berharap, agara APH segera membebaskan rekan mereka yang dijemput secara paksa. Mereka juga meminta, agar mafia – mafia yang terlibat dalam perambahan kawasan Hutan Lindung di sana segera ditangkap.
Kasat Reskrim Polres Langkat AKP Dedi Mirza membenarkan terkait penangkapan Ilham beberapa waktu lalu. “Penangkapan itu, terkait adanya peristiwa 170 (tindakan dengan terang – terangan dan tenaga bersama menggunakan kekerasan tehadap orang atau barang) yang dilaporkan seseorang,” kata Dedi Mirza via telepon selulernya.
